MAJLISI NAMOYANDAGON OF MAJLISI OLI
OF THE REPUBLIC OF TAJIKISTAN
(PARLIAMENT)
Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan consists of 63 deputies, who are elected based on their general, independent, direct rights to be elected by secret vote. Majlisi namoyandagon is a continuing and professional body.
The authority of Majlisi namoyandagon includes:
• Establishment of Central Election Committee and recalling chairman, his/her deputy and its member on President’s proposal;
• Submit draft laws and other important state and social issues to public’s consideration
• Agreement on receipt and repayment of state debt;
• Approval, ratification and repealing international agreements;
• Calling a referendum;
• Establishment of courts;
• Approval of state bonuses;
• Approval of President’s decrees on appointment and dismissing of National Bank chairman and his/her deputies;
• Conferring military, diplomatic ranks and special titles;
• Exercising other powers provided in the Constitution and the laws.

Majlisi namoyandagon takes decisions on issues in its competence. Majlisi namoyandagon resolution is passed by the majority of votes from the total number of deputies, if no other procedure is provided by the Constitution of the Republic of Tajikistan. Execution of resolutions adopted by Majlisi namoyandagon is obligatory in the territory of the Republic of Tajikistan. Majlisi namoyandagon repeals resolutions adopted by majlises of People’s Deputies of the Mountainous Autonomous Badakhshon Region, other oblasts, Dushanbe, towns and districts in case of their incompliance with the Constitution, constitutional laws and other laws of the Republic of Tajikistan. Majlisi namoyandagon functions are based on the principles of the Government fusion, supremacy of law, transparency and openness, collectivity, respect towards human and civil rights and freedoms, pluralism and responsibility in fronts of people.
Majlisi namoyandagon exercises legislative power and adopts the following documents:
Constitutional laws of the RT;
Laws and resolutions of the RT.
According to the Constitution of the RT and the Constitutional Law of the RT “On the election of Majlisi Oli of the RT” the election of Majlisi namoyandagon of Majlisi Oli of the Republic of Tajikistan took place on 27 February 2005.
61 candidates from 6 political parties have been nominated to Majlisi namoyandagon and registered for 22 seats in the single republican electoral district. Six political parties: Democratic Party (DPT), Communist Party (CPT), Islamic Revival Party of Tajikistan (IRPT), Socialist Party (SPT) and People’s Democratic Party (PDPT) ran for 22 seats in the single republican electoral district. The People’s Democratic Party of Tajikistan, the Communist Party of Tajikistan and the Islamic Revival Party of Tajikistan have overcome the 5% electoral census. From the single republican electoral district 22 deputies were elected, including 3 from the CPT, 2 from the IRPT, 17 from the PDPT and 41 deputies were elected in the single-mandate electoral district. From the total number of deputies 11 of them are women. There are 11 lawyers, 12 engineers, 7 economists, 3 agronomists and zootechnicians, 26 teachers, 1 physician, 1 journalist, 1 specialist in librarian, 1 specialist in international relations, and 2 veterinarians among deputies. From this number 3 of them are members of the Academy of Sciences, 7 are doctors of science, 11 are candidates of science. From 63 deputies 4 are members of the Communist Party of Tajikistan, 46 are members of the People’s Democratic Party of Tajikistan, 2 are members of the Islamic Revival Party of Tajikistan, and 11 have no party affiliation.12 deputies of the former convocation have been elected repeatedly.
