Born on 24 March 1955 in Soviet district (current Temurmalik) of Khatlon region, Republic of Tajikistan, Tajik by nationality. He graduated from faculty of economy of the National University of Tajikistan.

Nominated as candidate to the position of the President of the Republic of Tajikistan by Communist Party of the Republic of Tajikistan. Member of OSCE Commission.
Member of Majlisi Namoyandagon of Majlisi Oli of second convocation (2000 – 2005) and third convocation (2005 - 2010). Member of the Committee of Majlisi Namoyandagon on economy and finance. Member of the Committee of Majlisi Namoyandagon on control over regulation and organization of activities. Member of the Inter-Parliamentary Assembly of CIS countries.
Married, has 4 children.
08/01/2014 DUSHANBE, On Wednesday January 8, the Majlisi Namoyandagon ratified two grant agreements signed between the Government of Tajikistan and the International Development Association (IDA).
DUSHANBE, January 6, 2014, Tajikistan is expected to reduce an electoral deposit for parliamentary candidates from 8,000 somoni to 4,000 somoni.
